Quad expands Indo-Pacific push with maritime, energy, and critical minerals initiatives

During the QUAD meeting, a major discussion centred on Indo-Pacific cooperation on supply chain resilience and critical minerals

The Quad grouping in New Delhi on Tuesday unveiled a broad expansion of cooperation across the Indo-Pacific, with a strong focus on maritime surveillance, critical minerals, energy resilience, and port infrastructure, as the four-member bloc sought to reinforce its strategic presence in the region amid growing geopolitical competition.

The Quad meeting, chaired by S. Jaishankar, was attended by U.S. Secretary of State Marco Rubio, Australian Foreign Minister Penny Wong, and Japanese Foreign Minister Toshimitsu Motegi. The discussions underlined the Quad's growing emphasis on the Indo-Pacific as a strategic and economic theatre, with maritime security remaining central to the agenda.

Addressing the meeting, Jaishankar said the Indo-Pacific region faces "its own set of concerns" that demand coordinated responses from like-minded nations. "This will require enhancing strategic confidence, enhancing maritime security, promoting economic choices and fostering a deeper collaborative ethos," he said.

Rubio announced that the Quad had agreed to launch a new Indo-Pacific Maritime Surveillance Cooperation Initiative aimed at improving monitoring and coordination across regional waters. He also confirmed the expansion of the Indo-Pacific Maritime Domain Awareness Initiative among the Quad nations, a move expected to strengthen information-sharing and maritime tracking capabilities.

On maritime security cooperation, Australia will initially coordinate surveillance efforts in the Indian Ocean, reflecting Canberra's increasing operational role within the grouping.

The Quad also announced a fresh initiative to strengthen port infrastructure in the Pacific Islands, signalling deeper engagement with smaller island nations that have emerged as important strategic partners in the Indo-Pacific competition.

Critical minerals

A major pillar of the discussions centred on supply chain resilience and critical minerals cooperation. Rubio said the groundwork for closer collaboration had been laid during the Critical Minerals Forum hosted in Washington, D.C., and gained further momentum after India joined Pax Silica later that month.

According to the statement from the US embassy, this agreement builds upon the foundational groundwork laid in February 2026 during high-level meetings in Washington, D.C., where Secretary of State Marco Rubio launched the Forum on Resource Geostrategic Engagement (FORGE).

The Quad also announced a fresh initiative to strengthen port infrastructure in the Pacific Islands, signalling deeper engagement with smaller island nations

It adds that through this framework, the United States and India will engage in international efforts to protect sensitive supply chains from coercive market practices and reduce our collective vulnerability to single-source monopolies.

US officials in a statement underscored that the U.S. Government is mobilising resources to secure critical mineral supply chains, supporting projects with more than $30 billion in letters of interest, investments, loans, and other support in partnership with the private sector.

US Secretary of State Marco Rubio and External Affairs Minister S. Jaishankar were joined by Ambassador Sergio Gor and Under Secretary for Political Affairs Allison Hooker for a Strategic Critical Minerals Cooperation Framework signing ceremony at Hyderabad House in New Delhi.

"These investments, along with Pax Silica and our reinvigorated diplomatic and commercial engagement, are having a multiplier effect, mobilising private capital many times greater than government outlays, which will generate billions of dollars in new projects to secure our supply chains. These coordinated efforts span domestic and international projects, strengthening U.S. national security and economic competitiveness," Officials remarked.

This Framework further sets a path toward reliable and resilient mineral supply chains. The framework builds upon the key objectives laid out by President Trump and Prime Minister Modi in the United States-India Joint Leaders' Statement.

Additionally, the ministers also announced a Quad initiative on Indo-Pacific energy security. The focus on energy security is about strengthening regional energy resilience and diversifying energy partnerships across the region.

Australian Foreign Minister Wong highlighted another emerging area of cooperation — combating transnational cyber fraud and scam centres operating in Southeast Asia. She said the Quad nations were working together to strengthen mechanisms against organised scam networks that have increasingly targeted citizens across the region.

Additionally, the ministers also announced a Quad initiative on Indo-Pacific energy security

Notably, the issue of terrorism was also raised by EAM S Jaishankar, countering the common threat of terrorism, which also figured in the talks. "There must be zero tolerance for terrorism, and nations subject to terrorist attacks have the right to defend themselves," he said.

The latest announcements indicate the Quad's continued evolution from a primarily strategic dialogue into a wider platform covering security, infrastructure, technology, supply chains and economic resilience.

Originally formed as an informal grouping of India, the United States, Australia and Japan, the Quad has steadily expanded its agenda in recent years amid growing concerns over maritime tensions, economic coercion and regional stability in the Indo-Pacific.
